1977 Chevrolet Van 350 Out of State Vehicle

I am interested in purchasing a 1977 Chevrolet Cargo Van 350 currently registered in the State of Washington as a commercial vehicle. I wish to register it as a normal vehicle in California. What do I need and is it possible? The engine has not been modified in any way.
