CAP Application for Registering a 2002 Cadillac Seville

The current register owner is my mother who passed away. I know the procedure for Transferring the title to a family member, but the Biennial Smog is due in Feb 2014. This means a smog check and I know the car will not pass. The repair will cost $2,000 + (Transmission related codes P0741 & P1860). I have read about the repair wavier and the Cap application process. The Cap application wants the current registered owner which is my mom who has passed. I am low income eligible, but don't know how to proceed with the Cap application in this special circumstance. Any direction you can provide would be appreciated.

CAP Application For 2002 Cadillac Seville Unfortunately the CAP Repair Assistance Program is only available to a vehicle registered owner. To our knowledge there is no special circumstance waiver but it probably wouldn't hurt contacting the smog check referee's office at (800) 622-7733 to find out if any special accommodation could be made for you. posted by SmogTips Support
