My Ford failed smog check because OBD II self tests did not complete

My Ford failed Econoline 150 4.2L failed the smog test. The MIL/Check Engine light failed to successfully complete all OBDII self tests. How do i fix this?
Answer:

The question is... Why did the OBDII self tests on your Ford not complete and why the required readiness flags did not set. You'll need to find out what trouble codes are stored in the engine control computer and diagnose the emissions components they pertain too. Once the components and/or systems are repaired, the self tests can once again initiate; hopefully with passing results. Along with OBDII trouble codes your vehicle's computer has freeze frame data stored in the system. A trouble code scan tool can retrieve this information and assist a smog check mechanic with finding your Ford's problem.
