How Can I Make My 1999 Toyota Camry 2.2 Pass Smog?

1999 Toyota Camry 2.2L California Car failed smog test.

During the 15 mph test HC(PPM) max is 55 but measured 116 and CO (%) Max is 0.50 but measured 1.17.

The 25 mph test HC (PPM) Max is 39 but measured 155 and CO (%) Max is 0.48 but measured 1.48.

I've changed the front oxygen sensor and have already changed spark plugs and wires. Also there is a code P0133 which is strange because this is a California car and that trouble code only applies to the 49 states (omitting California). I've reset the light and made the car ready to test. How can I make my 1999 Toyota Camry pass the smog check?

We recommend looking inspecting your Toyota Camry's Mass Air Flow sensor. Assuming the oxygen sensor(s) are working properly and the ECU is trying to adjust fuel trim based on O2 sensor signals, the next sensor to inspect would be the MAF. The mass air flow sensor is vital to proper fuel control. Based on the CO and HC values you've provided there is a strong indication that your vehicle's high HC fault is more than likely due to a rich misfire; caused by the high CO emissions your Toyota Camry has produced. You'll need to track down the source of the rich fuel mixture.Your vehicle's engine has several emissions sensors which send vital engine information to the emissions computer along with the oxygen sensor, such as the TPS (Throttle Position Sensor), ECT (Engine Coolant Temperature Sensor) and the MAP (Vacuum/Pressure Sensor).
