1995 Ford Explorer surging at idle failed smog test.

1995 Ford Explorer. Test is aborted due to surging idle. During smog test two years ago had same problem. Spent just under $1,000 to correct and at end replace catalytic converter. Car needs a test only station approval. Considering it has only been 2 years and the identical symptoms are present should I go back to the same shop and complain. The shop has certification to repair and test. Any suggestions on how to proceed? The car is on loan to my grandson who uses to commute to college.
Answer:

I do recommend returning to the smog station which fixed your Ford Explorer two years ago to find out why the SUV failed this time again. Was it for the same problem, or has a new problem emerged? Also, after they fixed the idle problem 2 years ago, how long did it take for it to reappear? If it was soon after the repair, you want to find out if they changed the Catalytic Converter just to get the car to pass without fixing the actual faults. Return to the smog check station and ask these questions. Get back with us for follow up.
