I have a ton of mods done to my Dodge Truck. It's a 5.9 liter diesel engine. It has a twin turbo set up and air intake and other things (other components not visible). Do turbos have to have a CARB numbers as well? My air intake already does.

Definitely... the twin turbo (or single turbo - same difference) must have an Executive Order number (CARB number) issued by the California Ari Resources Board. Without it your Dodge Diesel truck will fail the smog check for "tampered" emission device.
