Honda Civic Needs Smog Check But is Out of State

My son is a student out of state and will have our 2003 Honda Civic at least until the end of this coming year. I will pay the registration fee in time but cannot get a smog test. Where do I fill out an exemption request form?

Answer:

You do not need to bring your Honda Civic back to California to complete the smog check requirement and renew it's registration. Fill out and sign DMV's "Statement of Facts" form (Section G), OR complete Reg 5103, explaining your Honda Civic is out of state and the registration tags will be mailed to the address on record with the DMV.

Mail the form to:

Department of Motor Vehicles

P.O. Box 942869

Sacramento, CA 94269-0001

You may download the Statement of Facts Form (Reg 256) here, and Temporary Smog Exemption Form (Reg 5103) here.
