1999 Ford Windstar CAP Repair Application

The check engine light on my Ford Windstar is ON. My car is now due for a smog check. Based on my income I qualify for the $500 repair assistance. Do I take my car in for a smog test and fail the test, AND THEN mail in the CAP form OR do I mail in the CAP form now, wait to be approved, and then take my car for a smog test?
Answer:

First obtain a smog check (paid for by yourself), and than, after failing go ahead and submit the CAP Repair Assistance Application. CAP will not accept your application for smog check repair unless the system indicates that the vehicle has failed a smog inspection. posted by SmogTips Support
