1999 Ford Explorer - How can I get a waiver for a car that can not be driven?

I was in the process of doing title transfer which requires a smog test but the car was in an accident and totalled. The insurance will not pay off without the new title. How to I get a exception for the smog check?
Answer:

In order to get a smog check exemption the only thing you can do is register the vehicle with the DMV as "non-operational". You'll need to pay your registration fees and any late fee penalties, but a smog check will not be required.
