Smog check only test failed, Honda Accord 1990, 2.2 engine.

My 1990 Honda Accord failed several times the smog test,I already changed the smog oxygen sensor, distributor cap and rotor, catalytic converter, spark plugs and sparkplug wires, oil and oil filter, pcv and still not passing. What I can do?
