Not registered to me because failed smog test. 1988 Honda Accord.

I want to apply for the $500 help to fix a car if it failed a smog test, which mine did. But I'm not the registered owner. When I purchased the car I was told in order to finalize the title transfer I had to smog it. But it failed. So I can't qualify for the $500 assistance because it's not in my name or can I?
Answer:

Unfortunately you will not be able to qualify for CAP $500.00 repair assistance because as you mentioned this 1988 Honda Accord is not in your name. You should know however that California law requires the seller of a car to provide a passing smog check certificate at the time of sale. It might be too late now, but you may want to contact the seller. As far as repair assistance... At this point should you choose not to contact the seller, getting your 1988 Honda Accord to pass the smog check with any needed repair will be your responsibility. The CAP program is only available to vehicle owners who've owned their cars for at least 2 years.
