Answer:

Trouble codes P0140 and P0141 on your 1996 VW Jetta are oxygen sensor related and can be covered under California Consumer Assistance Repair program. The Oxygen Sensor, also known as the O2 Sensor is the component responsible for delivering exhaust information to a vehicle's emissions computer. Most late model vehicles will be equipped with both a pre-CAT oxygen sensor and a post-CAT oxygen sensor. Your VW Jetta's oxygen sensors send an electric signal directly in proportion to the oxygen content in your Jetta's exhaust stream. The higher the oxygen content in the exhaust stream, the lower the voltage signal the O2 will produce, and visa-versa. Through this information your Volkswagen's engine control computer (ECC) can determine whether to deliver more or less fuel to the combustion chambers.

Download the CAP application online, complete it and send it in. You should get approval results within two weeks. If your VW Jetta was directed to a smog test only or gold shield smog check facility for its smog inspection, you automatically quality for the free $450.00 repair assistance program. If your Jetta was asked to get a regular smog check, you must be low income to qualify. In his case it looks like you'll qualify either way.
