1986 Toyota SR5 Pick Up. SR22 engine. 4 cylinder, failed smog check.

The vehicle is leaking coolant into the engine and it's mixing with the oil. My questions are, 1) will this problem cause the vehicle to fail the smog test? 2) Would this problem be considered a smog related repair that a gold shield station perform? 3) I could use a $500 grant received from the CAP program to pay for this correct?
Answer:

This engine fault (oil mixing with coolant) will be considered a mechanical defect and not emissions related. CAP will not pay to get it fixed. If the smog technician notices the problem they will fail your Toyota's smog inspection; under "other" mechanical defect category.
