1996 Ford Explorer - How can the state help me?

My vehicle's check engine light will not go off I have had 2 years and 2 difference mechanics have the light go off for the smog check. It comes back on after I have driven it a few miles. Single working mother wiht no other financial support is there any agency that will provide a newer model car to replace mine?
Answer:

No agency to replace your car but you do have options as far as Consumer Assistance. The first is to apply for the CAP $500.00 in Free repairs program. This is where the state will pay the CAP (Gold Shield) certified smog check repair station of your choice up to 500 dollars to fix your car... Right. The other option is to retire your car using the state's buy back program or vehicle retirement. You can either call the BAR to get an application mailed to you at (800) 952-5210, or you can download it at www.smogtips.com/consumer_assistance.cfm.
