1989 Toyota Celica Failed Smog Check - Vehicle Buy Back Program

I submitted my application to retire my Toyota Celica for the $1000 vehicle buyback program over 4 weeks ago and havn't heard back from them yet. Is there a contact telephone number email address to contact them? How long does this process normally take?
