1996 Ford Escort - Second time enginge internal damage and needs motor again.

I bought this car in 2007 with 47k miles on it. At 50k the engine blew and had to be replaced because a cylinder and the head at the valve chipped itself away so it could not run anymore. I bought a used engine with 51k on it and at 88k miles this engine did the exact same thing in the same cylinder as earlier engine. I am on Social Security and cannot afford another engine or even another car. Is there a chance you would include this car in your retirement program and allow us to buy another car, other than a Ford?
Answer:

This is very unfortunate, however the CAP vehicle buy back program will not buy vehicles which are not running. Your Ford would have to be on the road and being driven in order for it to be eligible for retirement. The objective of the program is to get smog failing vehicles off the road. Your Ford is already off the road... so the state will not buy it back. On a side note, currently the State is out of buy back money. You'd have to wait until 2012 and apply then.
