2001 Dodge Ram 1500 5.2L Oxygen Sensor Heater Monitor and EVAP failed.

Smog tested locally and at nearest Refere Victor Valley college. Vehicle emissions passes both Idle and 2500 rpm test, visual inspection pass, but fails functional check due to 02 sensor heater monitor and EVAP system. I don't get why I failed the smog check if emissions passes, which I thought was the purpose, not whether the ODB works or not.
Answer:

The smog check program wants to make sure the emission monitors are working properly. It is important for your Dodge Ram to self-test it's OBD II (On Board Diagnostics) System Generation Two, at programmed intervals. Unfortunately 2001 model and newer vehicles are (since January 2010) only allowed to have one (1) emission monitor "Not Ready".
