I want to retire my 1996 Ford Windstar. Will I qualify?

Does my Ford Windstar pass the basic QUALIFICATIONS for the California Voluntary Vehicle Retirment Program? It passed it's most recent smog, has been in the family almost since new, (then transferred from father, to sons family, to son's father in law (me)and now to my brother about 18 months ago--- all using family exemptions) but is no longer needed.
Answer:

Yes, your 1996 Ford Windstar will qualify for the Vehicle Retirement program since it's been continuously been registered in California for at least 24 months. Assuming your van is is good working order (the CAP application has the details) you should qualify. The program restarts July 1st. Now is a good time to get the application ready.
