Can a 1993 Toyota Camry made to Fed. standards pass the smog check in California?
I purchased an out of state car (93 Camry) from New Mexico. It failed the smog tests 3 times, pass the 25mph but failed all 15mph. Already change CAT, air filter, o2 sensors, etc.
Is it possible to pass smog & register a 93 Toyota Camry made to Federal standards in Cal?
Can it be smog and register in Cal.?

Yes, a Federal emission standard built vehicle can pass the California smog test. Emission standards are slightly higher in California, but your Toyota has all the required emission components to pass the smog inspection; you just have to get it running in optimal condition so it doesn't fail the emissions portion of the smog check.
