1998 Ford Windstar - Can I apply for CAP again?

Two years ago I had a smog only requirement and failed. Took advantage of CA's CAP program, received $500 toward the repair. There is a new vacuum problem and the check engine light is on. The van will fail again this time, will I be able to apply for CAP a second time? Thank You
