1985 AutoMate 33ft class A, 454 Chevy failed LPFET.

Failed test because of the Fuel Evaporative Controls Functional. They fixed the filler neck leak with a new one, system still leaks. Now they recommend all vapor lines and hoses in rear be replaced. They say all under and around 100 gallon fuel tank supports and covers have to be removed the tank dropped down so they can get to and replace all hoses. Cost of work appraised at $2,000.00. You say that a vehicle is exempt from LPFET if evaporative lines are not accessible without requiring it to be partially dismantled to gain access for hoses. Would my vehicle come under this rule?
Answer:

The only vehicles exempt from the LPFET are ones which have no access in terms of "testing" the EVAP system. If a smog technician can access a vapor line in order to complete the EVAP test, that vehicle is not exempt from the test. NOTE: The BAR is well aware of vehicles' which can not be tested and will instruct the smog technician during the smog test, via the smog machine, that that particular vehicle is LPFET exempt.
