1989 SAAB 900S in non-operational status. Do I qualify for California vehicle retirement?

Hello. I am interested in applying for the “Vehicle Buy Back program.” I am unemployed, and have been for over a year and could not afford to smog my car in 2010. That being said, I placed my car in a non-operational status in December 31, 2010. I am the legal registered owner and the vehicle title is under my name. This being my first time to apply for this program, I like to know, do I qualify for the Vehicle Buy Back program? Vehicle year, Make, Model 1989 SAAB 2H 900s Thank you.
Answer:

Non-Operational status vehicles are not eligible for vehicle retirement. Your vehicle must be currently registered in order for the state to buy it back. Low income applicants are eligible for $1500.00. The whole point the state is trying to make is the removal of polluting vehicles off the road. Vehicles which are not on the road already, don't pose a threat; and are not eligible for CAP funds.
