I have a 1978 Datsun 280Z & smog tech failed it for comprehensive visual inspection. The throttle body tube has a hole in it. Does the tube have anything to do with emissions? Otherwise the car passed Functional check & Emissions Test. Can I just tape the tube?

Unfortunately not. Taping the throttle body hose will not be acceptable. you'll need to replace the part. Your Datsun 280z must pass the visual portion of the smog inspection in order to be issued a smog certificate. The throttle body tube is an emissions component and must be an undamaged part.
