2000 Toyota Avalon EVAP Readiness Monitor Not Complete
I'm getting mixed answers regarding the EVAP readiness monitor allowed for the year 2016 in California. Some say it MUST be EVAP ready/complete and others say EVAP NOT ready is ok to pass the CA smog test. I'm very confused! I don't want to go for a smog test unless I'm 100% sure. Thanks.

2000 and newer model year vehicles will need all emission monitors in READY or COMPLETE status, with the exception of the EVAP monitor. An incomplete evaporative monitor will not cause a smog check failure. It will be the only monitor allowed to be incomplete on a 2000 & newer vehicle.
