1996 Toyota Avalon Exempt if Catalytic Converter Monitor Incomplete
I have a 1996 Toyota Avalon and the catalytic converter monitor is scanning as incomplete. Can that monitor be exempt since it's the only one that is not ready for the smog inspection? Answer:
Per the Bureau of Automotive Repairs smog check inspection guidelines, the criteria (at the time of this posting) for allowed monitors on your 1996 Toyota Avalon is as follows: Gasoline vehicles - 1996-1999 model year vehicles will be allowed one incomplete readiness/emission monitor. This monitor may be any monitor, including the catalytic converter monitor.
Older model vehicles were not equipped with computer systems as sophisticated as late model vehicles. For this reason the DMV allows any one incomplete monitor. 2000 and newer model year vehicles will need all emission monitors in READY or COMPLETE status, with the exception of the EVAP monitor only. AN incomplete evaporative monitor will not cause a smog check failure. It will be the only monitor allowed to be incomplete on a 2000 & newer vehicle.
