Failed SMOG for high CO%. 1979 Chev. El Camino

Failed for high CO%: 2.07(Fail) at 15mph and 1.68 (Fail) at 25mph. Last SMOG test results 2 years ago were 0.12(Pass) at 15mph and 0.15 (Pass) at 25mph. The car is driven no more than 200 miles per year and has been passing very well for the past 15 years. Not sure what has happened since the last test. NO% results are very low (141 & 143). HC% results are passing but close failing at 25mph (94 & 78). Before the SMOG test I put in a new K&N High Flow Air Filter, changed oil, New Distributor Cap, replaced Spark Plugs, replaced SMOG pump (seized). Registered in Lathrop CA.
