Ok, I'm sure this is not the first time this has happened with this year vehicle. I own a 1998 Dodge Grand Caravan. I have replaced the transmission two times. It is still slipping and won't go over 40 mph. The malfunction indicator lamp in ON. Will this automatically fail the smog test, and does that automatically qualify for the state buy back program?
