2001 dodge 2500 24v diesel (factory auto, converted to manual g56 prior to ownership). has 2 auto trans codes but stock otherwise. federal truck 8800 lb gvwr

San Diego,CA what recourse do I have to register this new to me stock original motor 2001 dodge 2500 diesel vp44, was a factory auto, replaced with g56, 6spd manual. 8800lb GVWR still has the auto PCM in place and is throwing two trans codes. P0753 SHIFT SOLENOID A ELECTRICAL and P1763 GOVERNOR PRESSURE SENSOR VOLTS TOO HIGH CA BAR has this listed on their site in reference to this trucks specifics "Federal diesel vehicles over 8,500 GVWR are not OBD-II certified Federal diesel vehicles over 8,500 GVWR were not built to comply with OBD-ll or Fed OBD standards" to get a manual trans PCM would require a replacing the injection pump, injectors, ECM and PCM. ie cost prohibitive.... VP44 dodges of this vintage do not have ANY Stock emissions equipment (IE cat's, EGR, DEF etc). if the auto trans codes can't be cleared, what are my options to register this truck in my name my completing the required smog inspections. ive reached out to and requested a Ref help clarify but can use all the help I can get.
