Start Drive Cycle

City Santa Rosa 1998 Toyota Tacoma 2WD “The vehicle failed Mil/Check due to failure to successfully complete all OBD self tests.” The Drive Cycle recommended is a multi-step procedure involving different RPM’s for different time periods, driving at different speeds etc. My question. Does the vehicle have to be moving? Can the RPM’s be achieved just standing still? Thanks
