Retiring My 1998 Dodge Grand Caravan in CA

I've already filled out the online vehicle retirement form to retire my Dodge Caravan. My tags are due very soon which I haven't paid yet. Do I have to pay them, or can I do a non-op on this piece of junk? I just don't want to spend any more money on this car than I have to. It's already sucked this single mother's wallet empty. I currently have no driveable car. I'm hoping to use retirement money on new car. (haha, I know the money is only enough to buy me another price of junk). Please advise me on what I should do and how long it takes for the program to accept my car. Thanks.
Answer:

You can not retire your Dodge Grand Caravan if you place it under Non-Op. You also won't be able to retire it if you don't pay the registration fees which will be owed soon. It is not required that the registration process be completed; only that the fees due be paid. Obviously, since the vehicle won't pass a smog check its registration can not be renewed; but you will still be able to pay the fees due. Note... after you pay the registration fees you only have 120 days to apply for the CAP vehicle retirement program. Expired registration past 120 days are not eligible for retirement.

Typically applications are processed within 4 to 6 weeks.
